EU Law Discussion Group Seminar with Advocate-General Advocate-General Dr. Rimvydas Norkus
The seminar will focus on the reform of the Statute of the Court of Justice of the EU, particularly amendments to the Rules of Procedure of both the Court of Justice and the General Court. These changes aim to modernise and simplify court procedures, notably introducing provisions that allow the transfer of certain preliminary ruling cases from the Court of Justice to the General Court. The amendments have been in effect since 1 October 2024. The presentation will also include a broader discussion on the role of the Advocate-General in the Court of Justice.
Dr. Rimvydas Norkus was appointed Advocate-General of the Court of Justice in 2024 and has served as a judge at the General Court of the EU since 2019. Previously, he held several senior positions in the Lithuanian judiciary, including President of the Supreme Court (2014–2019), judge of the Lithuanian Court of Appeal (2012), and judge of the Supreme Court (2013). He also chaired the Lithuanian Council of Judges (2016–2018) and served on the Board of the Network of Presidents of the Supreme Courts of the EU (2016–2019). From 2017 to 2023, he was a member of the Permanent Court of Arbitration. In academia, he taught at Mykolas Romeris University, first as an associate professor (2007–2008), and later as a professor at the Institute of Private Law (2012–2019). He is the author of numerous legal publications.
The seminar starts at 13.00 (sharp), and involves 20-30 minutes of presentation, followed by 15-30 minutes of discussion.
